Although not issued as an official agency regulation, the Supplying Principles and Practices manual serves as the Postal Service’s de facto procurement rules and regulations.
While binding on the Postal Service as the agency’s final written procurement rules, they are not binding on contractors unless incorporated into an applicable contract. The SPP is updated about once a year.
